Busia District is made up of one county and one Municipality with fourteen rural Sub-counties, 4 Town Council and two Divisions.
The District constitutes of 63 parishes and 569 village councils, distributed as in Table A.2.1 in the Annex. Samia Bugwe County covers most of the district area as it comprises of 14 sub-counties, followed by Busia Municipality with the lowest (2 divisions). The District has 1 Town Board; Dabani.
The District Council is the highest political authority, with 41 members under the headship of the District Chairperson. It has a technical team headed by the Chief Administrative Officer, distributed in 8 departments. Each of the department has a head and under each department.
